One of our most important activities is the qualification of plants. It is a fundamental process to identify the plants that meet the requirements provided for by law in order to access incentive mechanisms.

QUALIFICATION OF PLANTS POWERED BY RENEWABLE SOURCES (RES-E)

The RES-E qualification, issued by GSE, is a technical pre-requisite necessary to be admitted to incentive mechanisms preceding the Ministerial Decree of 6 July 2012. It allows to obtain green certificates or the all-inclusive feed-in tariff, depending on the net electricity produced and fed into the grid.

QUALIFICATION OF ELECTRICITY – GUARANTEE OF ORIGIN (GO)

GSE issues the Guarantee of Origin (GO) to plants that, upon requesting the qualification, obtain it by giving evidence of electricity generation from renewable sources. This tool represents the only guarantee of origin of the electricity generated from these sources. The operators that sell energy to the final market are obliged to purchase GOs for an amount equal to that of the electricity sold as renewable.

We are the company responsible for managing this mechanism, for certifying the share of renewable energy utilized by the companies and for issuing relevant certificates upon the producers’ request and subject to the recognition of the plant’s IGO qualification. GO qualifications can be issued and annulled through the specially devoted web portal managed by GSE, and they can be exchanged at national level or abroad, or put up for auction.

We support the production of electricity from renewable sources through various incentive mechanisms, at disposal of private subjects, companies and public administrations.

FEED-IN SCHEME

This mechanism used to allocate incentives to private subjects, companies and public administrations that would install a photovoltaic solar plant connected to the electricity grid, proportioned to the electricity produced. As of 6 July 2013 the reductions provided for by the Feed-in scheme are no longer accessible.

Our task is to verify the existence or permanence of the necessary requirements for the recognition or maintenance of incentives. Therefore, we carry out inspections and controls of the plants that have an agreement with GSE, according to the criteria of transparency, efficiency, effectiveness and non-discrimination.

FORECAST AND MONITORING


The forecast and monitoring of the electricity fed into the grid by plants fuelled by non-programmable renewable sources, necessary for selling the electricity managed by GSE, are mechanisms aimed at minimizing unbalances on the electric system, reducing relevant charges. Therefore, they are fundamental for the security and balance between supply and demand in the electric system.

PROMOTION AND COMMUNICATION


The promotion of environmental sustainability and of transparency toward citizens, enterprises, local bodies and institutions is based on an open and constant dialogue with all the subjects interested in our activities. We organize many initiatives (meetings, conferences and institutional tables) aimed at creating moments for debate with category operators, associations and institutions. We provide support to the Public Administration and local Bodies promoting environmental sustainability by monitoring projects realized on the territory for the development of renewable sources and energy efficiency interventions.

Since 2014 we have made public and accessible all our data on incentives and relevant benefitting parties. We are constantly present on the social networks with the aim to guarantee immediate assistance to operators, to provide institutional communication and to make studies and useful documents widespread. At the end of 2016, our Twitter profile @GseRinnovabili had exceeded 10,000 followers.
