White certificates, also known as “Energy Efficiency Certificates", give proof of end-use energy savings achieved through projects aimed at increasing energy efficiency in the final uses of energy.

The scheme aims at supporting the production of thermal energy from renewables, as well as small-scale interventions of energy efficiency for private subjects and the Public Administration. Our intent is thus to give an important contribution in reducing the use of fossil fuels and in increasing efficiency through the use of energy resources in sectors that result to be critical from the viewpoint of energy consumption, such as civil-residential structures, schools, hospitals and Public Administration buildings.

CO2 (carbon dioxide) produced by road transport represents 28% of the total emissions of greenhouse gases in the atmosphere. To reduce the impact of these emissions, Italy has established that within 2020 the renewable biofuels used in transport must be equal to 10%.

In 2015 fossil fuel suppliers blended a 5% share of biofuels, complying with the minimum goal envisaged for that same year. This obligation is useful for a greater diffusion of biofuels in the sector and for a reduced impact of CO2 emissions.

Our role is to foster the achievement of these goals and compliance with national obligations. This is the purpose of the sustainable biofuel blending certificate (Link to glossary) which we manage and recognise to suppliers that blend their share of biofuels and can be freely exchanged in the market among the suppliers of fossil fuels.

Cogeneration is the combined production, in a single process, of electricity and heat, which can be utilized for heating and/or for production and industrial processes. This approach enables plants to achieve extremely high levels of efficiency, exploiting energy resources at their best.

The recognised high performance cogeneration units are allowed access to the Energy Efficiency Certificates (EEC) or white certificates, depending on the conditions and procedures provided for by the Ministerial Decree of 5 September 2011.

Our task is not only to issue a high performance cogeneration certificate to the applicant units, but also to foster those who invest in this type of technology, providing market benefits, cost reductions or technical benefits.
